Open Work Permits (Spouse/Graduate)

Overview

An Open Work Permit allows eligible foreign nationals to work for any employer in Canada without needing a job offer or Labour Market Impact Assessment (LMIA). This type of permit provides flexibility and freedom to gain Canadian work experience — which can later support a transition to permanent residency (PR).

There are two popular types of open work permits:

  • For spouses/common-law partners of international students or skilled workers

For graduates eligible for the Post-Graduate Work Permit (PGWP)

For Spouses of Students or Skilled Workers

If your spouse is:

  • A full-time international student with a valid study permit at a DLI

  • Or a foreign worker employed in a skilled role (NOC TEER 0, 1, 2, or 3)

…you may qualify for an Open Work Permit valid for the same duration as their study/work permit.

Benefits:

  • No job offer required

  • Work anywhere in Canada

  • Gain experience that may count toward PR (e.g. Express Entry or PNP)

For Graduates (PGWP Holders)

International students who complete eligible programs at Canadian Designated Learning Institutions (DLIs) can apply for a Post-Graduate Work Permit (PGWP):

  • Valid for up to 3 years depending on study duration

  • Allows unrestricted work in Canada

  • Can be used to gain experience needed for Canadian Experience Class (CEC) or PNPs

PGWP is a once-in-a-lifetime opportunity — timing and program eligibility matter.

You may be eligible if:

  • You have a valid job offer from a Canadian employer

  • Your employer has secured a positive LMIA from Employment and Social Development Canada (ESDC)

  • You meet the education, language, and experience requirements for the position

You are ready to work in Canada temporarily under employer-specific conditions

General Eligibility

To apply for an Open Work Permit, you must:

  • Be legally in Canada or apply from abroad (depending on your case)

  • Meet relationship requirements (for spouses) or graduation criteria (for PGWP)

  • Provide supporting documents (LOA, study/work permits, marriage certificate, etc.)

Be admissible to Canada (pass background, medical, and security checks)

Processing Time

  • Inside Canada: 4–8 weeks

  • Outside Canada: 6–12 weeks (varies by country)
