Provincial Nominee Programs (PNPs)

Overview

The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate individuals who want to immigrate to Canada and settle in a specific region. Each province and territory has its own streams (immigration categories) that target students, skilled workers, semi-skilled workers, and business people.

How the PNP Works

You must be nominated by a Canadian province or territory to apply for permanent residence through the PNP. There are two main ways to apply:

Paper-based process

  • Apply to the province or territory for nomination under a non-Express Entry stream.
  • If nominated, submit a paper application for permanent residence to IRCC.
  • Processing time is longer than the Express Entry process.

Express Entry process

  • Create an Express Entry profile and indicate the provinces or territories you’re interested in.
  • If nominated through Express Entry, you’ll receive an additional 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA).
  • Apply for permanent residence online through Express Entry.

Participating Provinces and Territories

Each province and territory operates its own immigration programs. They may target:

  • Skilled workers
  • International graduates
  • Semi-skilled workers
  • Business
  • investors/entrepreneurs


Participating regions include:

  • Alberta
  • British Columbia
  • Manitoba
  • New Brunswick
  • Newfoundland and Labrador
  • Northwest Territories
  • Nova Scotia
  • Ontario
  • Prince Edward Island
  • Saskatchewan
  • Yukon


Note: Quebec has its own immigration programs separate from the PNP.

General Eligibility

Eligibility requirements vary by province and stream but typically include:

  • A valid job offer in the province (for most employer-driven streams)
  • Relevant education or credentials
  • Work experience in a targeted occupation
  • Language proficiency (CLB levels vary)
  • Intent to live and work in the nominating province

What Happens After Nomination?

Once you receive a nomination:

  • You’ll be invited to apply for permanent residence through the paper-based process or Express Entry, depending on your stream.
  • You must pass medical exams and police background checks.
  • You must show that you plan to live in the province that nominated you.

Processing Time

Paper-based PNP applications: ~15–19 months

Express Entry PNP applications: ~6 months from ITA submission
