International Mobility Program (IMP)

Overview

The International Mobility Program (IMP) allows foreign workers to obtain a Canadian work permit without the need for a Labour Market Impact Assessment (LMIA). This program supports Canada’s economic, cultural, and social interests — including international agreements, reciprocal benefits, and intra-company transfers.

IMP is ideal for employers hiring global talent under specific exemptions and for workers in special categories, such as post-grad graduates, entrepreneurs, and intra-company transferees.

Who Is Eligible Under IMP?

You may qualify for an LMIA-exempt work permit under IMP if you are:

  • Being transferred within a multinational company (Intra-Company Transfer – C12)

  • Covered under international trade agreements (e.g. CUSMA/USMCA, GATS, CPTPP)

  • A spouse of a skilled worker or international student

  • A post-graduate work permit holder (PGWP)

  • An entrepreneur or investor under specific start-up or provincial programs

  • A researcher, artist, athlete, or participant in a cultural exchange program

Every IMP stream is linked to an LMIA-exemption code and must clearly meet that exemption rationale.
