Provincial Entrepreneur Streams

Overview

Most Canadian provinces and territories offer Entrepreneur Immigration Streams under their Provincial Nominee Programs (PNPs). These streams allow experienced business owners or senior managers to immigrate to Canada by investing in and managing a business within a specific province.

These programs are designed to support regional economic development, job creation, and the transfer of global business talent into local communities.

Who Is Eligible?

You may qualify for a Provincial Entrepreneur Stream if you:

  • Have 2–5+ years of business ownership or senior management experience

  • Intend to start a new business or purchase an existing one in the province

  • Meet minimum net worth and investment thresholds (varies by province)

  • Are ready to actively manage the business

  • Create at least 1–2 full-time jobs for Canadian citizens or permanent residents

  • Meet language requirements (typically CLB 4 or higher)

Each province has its own selection criteria, points grid, and business plan requirements.

Application Process (General Flow)

Submit EOI

Submit Expression of Interest (EOI) to the chosen provincePitch your idea and secure a commitment from a designated organization

Send Business Plan

If invited, submit a complete business plan and supporting documents

Attend Interview

Attend an in-person interview (if required)

Sign Agreement

Sign a Performance Agreement with the province

Get Work Permit

Receive a temporary work permit to launch your business

Receive Nomination

After meeting terms, receive a PNP nomination

Apply for PR

Apply for Permanent Residency (PR) through IRCC

Processing Time

  • PNP application: 6–12 months

  • Work permit & business setup: 12–24 months

PR application after nomination: ~6–8 months (via IRCC)
