Intra-Company Transfers

Overview

The Intra-Company Transfer (ICT) program allows multinational companies to transfer key employees — such as executives, managers, or specialized knowledge workers — to a Canadian branch, subsidiary, or affiliate. It enables seamless business expansion without requiring a Labour Market Impact Assessment (LMIA).

Who Is Eligible for ICT?

To qualify under ICT, the applicant must:

  • Be currently employed full-time by a foreign company that has a qualifying relationship with a Canadian entity (e.g., parent, branch, subsidiary, affiliate)

  • Have at least 1 year of continuous full-time employment with that company in the past 3 years

  • Be transferring to Canada to work in an executive, senior managerial, or specialized knowledge role

  • Have the skills and experience needed for the proposed role in Canada

The Canadian entity must be actively doing business and capable of supporting the position offered.

LMIA-Exempt but Employer-Specific

ICT work permits fall under LMIA exemption code C12, but they are still employer-specific — meaning:

  • You must work for the same corporate group in Canada

  • You cannot change employers without a new work permit

Your work permit will list the specific employer, location, and role

Application Process

Employer prepares

Employer prepares transfer letter and documents showing corporate relationship

Submit work permit

Submit work permit application online or at a visa application center

Provide proof

Provide proof of experience, job title, and salary

Medical exams

Biometrics and medical exams (if required)

Receive a decision

Receive a decision — work permit is typically issued for 1 to 3 years

Processing Time

  • Standard processing: 4 to 8 weeks

  • Inside Canada renewals: ~2 to 4 weeks

Global Skills Strategy: 2-week processing for eligible tech/exec roles

Documents Required

  • Offer letter or transfer letter from employer

  • Organizational charts and proof of company relationship

  • Proof of 1+ year employment abroad

  • Job description, salary, and role in Canada

  • Passport, resume/CV, and work history

  • Biometrics and medical exam (if needed)
